I have the honour to forward herewith copy of a

despatch which I have sddressed to the Colonial Bgoretary

for the Straits Settlements recorting my refusal to

intervene with the local Üverseas Affairs Bureau on

behalf of a Chinese recruiter of labour for British mines

in Malaya and endeavour to secure the waiving of the

deposit required from contractors of labour under

Chinese law.
